The Shaykh: It is not confusing. We hold that the one who returns on the same day is not a traveler, even if he reaches ninety kilometers; because he does not bid farewell when he departs, nor does he receive a welcome when he returns, so he is not a traveler. What people consider travel is travel, and what they do not consider travel is not.
As for the one who sets the limit by distance, which is eighty-three kilometers, he says: If he exceeds (83 km), even if he returns within the hour, he is a traveler. But the soul does not find peace with this, and the original ruling is the obligation to complete the prayer. If the original ruling is the obligation to complete it, then it is not permissible to deviate from it to shortening except for something that brings peace to the soul; because the obligation to complete it is a matter of certainty, and the fact that it is shortened at this distance is a matter of doubt.
