What is the ruling on shortening the prayer for one who intends to travel after the time for prayer has entered, while he is in his hometown?

Machine translationRead the Arabic original
The questioner : Peace be upon you, and Allah’s mercy and blessings.

The Shaykh : And upon you be peace and Allah's mercy and blessings.

The questioner : If a traveler travels after the time for prayer has entered while he is in his hometown, and the time enters and then he travels, does he shorten the prayer or complete it?

The Shaykh : If a person travels after the time has entered and prays while on his journey, he shortens the prayer. Likewise, if the time enters upon him while he is traveling and then he reaches his hometown, he completes the prayer. For, may Allah reward you, the criterion is the performance of the prayer, not its time. So whenever he performs the prayer while traveling, he shortens it, and whenever he performs it while resident, he completes it.
