And I asked the General Director of Traffic here in the Kingdom of Saudi Arabia, and he said: that these signals are not for organization but for stopping and holding, and if that is the case, then what the questioner indicated in his statement: the ruling revolves with its cause, its presence or absence, does not apply to it;because this is a command to stop, and the meaning is not: Stop! If the other lanes are occupied. Rather, the meaning is stop definitively. And on this basis, it is not permissible for a person to exceed.
Then, a person may see the lane as not occupied, but then a person comes quickly to catch the signal that permits him to proceed, and an accident occurs, as this happens often. Therefore, we see that the obligatory thing is to stop, and the matter, praise be to Allah, does not exceed three minutes, and then the lane opens for him.
