Allah the Exalted said: [Al-Balad: 2] It was said: The meaning is: I swear by this city while you are in a state of safety within it; for the presence of the Prophet (peace and blessings be upon him and his family) in Makkah adds to its honor.
And it was said: The meaning is: And you are permitted to enter this city.
Thus, the swearing of Allah the Exalted by Makkah is conditioned by its being safe for the Messenger (peace and blessings be upon him), and that was in the year of the Conquest; for Makkah was made safe for the Messenger (peace and blessings be upon him) in the year of the Conquest, and it had not been made safe for anyone before him, nor will it be made safe for anyone after that, as he (peace and blessings be upon him) said, (And its sanctity today is as its sanctity was yesterday).
Thus, the swearing of Allah the Exalted by this city is conditioned by its being safe for the Messenger, and that was in the year of the Conquest; for on that day, its honor increased beyond its previous honor, where it was purified from the idols, the polytheists were defeated, their lands were conquered by force, and this city, after it had been a land of disbelief, became a land of faith, and after it had been a land of shirk (associating partners with Allah), it became a land of tawhid (the oneness of Allah), and after it had been a land of stubbornness, it became a land of Islam. So the most honorable state for Makkah was at the time of the Conquest.
Therefore: In His saying: [Al-Balad: 2] there are two meanings, and I hope they are on your minds.
