The ruling on supplicating with the words: (And in the sky is Your authority, and on the earth is Your dominion)

Your Eminence! I heard a caller supplicating, and while he was glorifying Allah (Mighty and Majestic), he said: And in the sky is Your authority, and on the earth is Your dominion, and in the sea is Your greatness and Your power. Is this supplication correct? And if it is correct, what is the meaning of: Is the authority in the sky only, and the power in the sea only? May Allah reward you.
This question, or this seeking nearness to Allah through these descriptions, is certainly wrong. The authority of Allah the Exalted extends to the earth and the sky, and His power is in the earth and the sky. I fear that this caller is among those who deny the elevation of Allah (Mighty and Majestic), for those who deny the elevation say:
Do you feel secure that He who [holds authority] in the heavenأَأَمِنْتُمْ مَنْ فِي السَّمَاءِ
[al-Mulk:16] meaning: Whose is the authority in the sky? They make the one in the sky the authority,As for Allah, they are divided into two groups regarding Him: One group says: That Allah is in every place,And another category says: That there is no place for Allah, so He is not inside the world nor outside it, nor connected nor disconnected. This is well known in the books of creed. The important point is that this seeking nearness must be refuted in the one who seeks nearness to Allah the Exalted through it in supplication.
