The Shaykh : Because it is not possible for the apparent meaning of the Book and the Sunnah to be disbelief and falsehood. So what is the way out, according to the rules of the rules of the Arabic language, from this problem? The scholars said that the way out is to follow one of two paths. Either we make the sky mean "height." The sky meaning "height" is found in the language, and indeed in the Qur'an. Allah the Exalted said:
He sends down from the sky, rain, and valleys flow according to their capacity أنزل من السماء ماء فسالت أودية بقدرها
[Ar-Ra'd 13:17]

The Shaykh : No, because this water descends from the clouds. And Allah the Exalted said:
and the clouds controlled between the heaven and the earth والسحاب المسخر بين السماء والأرض
[Al-Baqarah 2:164]
So it becomes
those within the heavens من في السماء

meaning "from the height." Is there still a problem after this?

The student: Upon the earth.

The Shaykh : Upon the earth.
proceed throughout the earth سيروا في الأرض
[Ali 'Imran 3:137]
means upon the earth. And in that case,
those within the heavens من في السماء
[Ali 'Imran 3:83]
meaning "He who is
The student: Above the sky.

The Shaykh : above the sky. So the verse agrees with its linguistic meaning, which has no deficiency regarding Allah (Mighty and Majestic). If you ask how to combine this verse with His saying the Exalted:
And it is Allah who is [the only] deity in the heaven, and on the earth [the only] deity وهو الذي في السماء إله وفي الأرض إله
[Az-Zukhruf 43:84]
and His saying:
And He is Allah, [the only deity] in the heavens and the earth. He knows your secret and what you make public وهو الله في السماوات وفي الأرض يعلم سركم وجهركم
[Al-An'am 6:3]

The Shaykh : And in the earth, just as you say, "So-and-so is the governor in the city and Mecca," and he is in one of them, not in all of them?
The student: In one of them.

The Shaykh : And what is in all of them?
The student: The authority.

The Shaykh : His governorship, his governorship and his authority. This is also his divinity in the sky and in the earth. As for He (Mighty and Majestic), He is in the sky. The second verse
And He is Allah in the heavens and in the earth وهو الله في السموات وفي الأرض
We say in it what we said in the one before it:
and He is Allah وهو الله
meaning "And He is the God whose divinity is in the heavens and in the earth." As for He, He is in the sky. And for this reason, it came in the plural:
in the heavens في السماوات
So we say the meaning is
And He is Allah, [the only deity] in the heavens وهو الله في السماوات
[Al-An'am 6:3]
meaning "And He is the one worshipped in the heavens, the one worshipped in the earth." So His divinity is in the heavens and in the earth. And it was said the meaning is
And He is Allah, [the only deity] in the heavens وهو الله في السماوات
[Al-An'am 6:3]
And you stop, and stop, then you say:
And He is Allah, [the only deity] in the heavens and the earth. He knows your secret and what you make public, and He knows that which you earn. وفي الأرض يعلم سركم وجهركم
[Al-An'am 6:3]
meaning "And He knows your secrets and your open deeds in the earth." So His being in the sky, with His exaltation, is not a barrier to His knowledge of your secrets and your open deeds in the earth. And this meaning has some weakness in it, because it implies breaking up the verse and the lack of connection between its parts. The correct first opinion is that we say:
Allah, [the only deity] in the heavens and the earth الله في السماوات وفي الأرض
[Al-An'am 6:3]
meaning that His divinity is established in the heavens and in the earth. Yes.
