Some writers say: Such and such is a mockery of the divine decree; is this statement permissible?
It is not permissible for a person to make this statement; because the divine decree is the determination of Allah (Mighty and Majestic), and the determination of Allah is all wisdom, yes.

Allah mocks some people, as He the Exalted said:
so they ridicule them - Allah will ridicule themفَيَسْخَرُونَ مِنْهُمْ سَخِرَ اللَّهُ مِنْهُمْ
[At-Tawbah: 79] But the divine decree, insofar as it is a decree, is not a mockery; it is all wisdom, and it is all in accordance with what is right, and it is all serious. But whoever mocks Allah, and the awliya (close friends of Allah); Allah mocks him. And among the mockery of Allah for these people is that they think they are doing a good deed,As Allah the Exalted said:
but when they are alone with their evil ones, they say, "Indeed, we are with you; we were only mockers." (15) [But] Allah mocks them and prolongs them in their transgression [while] they wander blindly.وَإِذَا خَلَوْا إِلَى شَيَاطِينِهِمْ قَالُوا إِنَّا مَعَكُمْ إِنَّمَا نَحْنُ مُسْتَهْزِئُونَ * اللَّهُ يَسْتَهْزِئُ بِهِمْ وَيَمُدُّهُمْ فِي طُغْيَانِهِمْ يَعْمَهُونَ
[Al-Baqarah: 14-15] .
