If a person sees good in one of the disbelieving workers and a closeness to Islam, is it permissible to give him from the zakah as one of those whose hearts are to be reconciled, or is it not permissible? And what is the best way to call these disbelievers to Islam?
As for the man who is turning toward Islam, and you know that he has a desire for Islam, if you see that giving him money will increase his desire, then give him; because the Prophet (peace and blessings be upon him) used to give to those whose hearts are to be reconciled to win them over to Islam.But some of the scholars (may Allah have mercy on them) said: It is said that he is not given except the noble leader who is obeyed in his tribe; because his Islam benefits those behind him. As for the individual, he is not given from the category of reconciling hearts. However, the correct view is that the individual is given due to the generality of the verse
and those whose hearts are to be reconciledوَالْمُؤَلَّفَةِ قُلُوبُهُمْ
[Surah al-Tawbah: 60] and because if it is permissible to give him to satisfy the need of his body, then giving him to save him from the Fire is even more so.

So the correct view is that he is given, but it is necessary for the person to first explain to him what is obligatory in Islam, as the Prophet (peace and blessings be upon him) said to Mu'adh ibn Jabal when he sent him to Yemen: (Inform them that Allah has made obligatory upon them a charity that is taken from their rich and returned to their poor) This is so that he enters with clear knowledge; because some of them do not think that Islam includes these acts of worship, so they enter Islam as if it were just one of the names. Then, when it is said to him that it includes such and such, he apostatizes—may Allah protect us from that—and his second disbelief becomes greater than his first.
As for how we deal with these people, every situation has its own approach. Some of them we see have a tendency toward acceptance and softness, so we deal with them with everything that requires winning the heart through da'wah. We call them—for example—to the house, we send them gifts, we give them tapes, we give them booklets that benefit them, we praise them in front of people, we do everything that encourages them in Islam.
