The questioner : Your Eminence, regarding workers today, especially non-Muslim workers, if a person perceives good in one of the workers, such as a closeness to Islam, is it permissible to give him from the zakah as a means of reconciliation, under the category of "those whose hearts are to be reconciled," or is it not permissible?
And what is the best means, in your opinion, for calling these disbelievers to the faith? These are the disbelievers whom Allah has brought to these lands, so consider them a gain if we call them to Allah the Exalted and Mighty. What is the most appropriate and greatest means for calling to Allah?
The Shaykh : As for the man who is inclined toward Islam, and you know that he has a desire for Islam, if you see that giving him money will increase his desire, then give it to him. This is because the Prophet (peace and blessings be upon him) used to give to those whose hearts are to be reconciled, to reconcile them to Islam.
But some of the scholars (may Allah have mercy on them) said: He is not to be given to except the respected leader who is obeyed in his tribe, because his Islam benefits those behind him. As for the individual, he is not given from the reconciliation category. However, the correct view is that the individual is given, due to the generality of the verse:, and because if it is permissible to give to him to satisfy the need of his body, then giving to him to satisfy the need of his soul is even more so. So the correct view is that he is given. But it is necessary for the person to first explain to him what is obligatory upon him in Islam, as the Prophet (peace and blessings be upon him) said: "Inform them of what is obligatory upon them of the right of Allah in Islam," so that he enters with clear understanding. This is because some of them do not think that Islam contains these acts of worship, so he enters Islam as if it were just one of the names. Then, when it is said to him that it contains this and that and that, he apostatizes, may Allah protect us from that. So his second disbelief becomes greater than his first disbelief.
As for how we deal with these people?
Every situation has its own approach. Some of them we see have an inclination and softness, so we deal with them with everything that reconciliation of the heart requires: by calling them, for example, inviting them to the house, sending them gifts, giving them tapes, giving them booklets that they can benefit from, praising them in front of people, and doing everything that encourages them in Islam. Yes.
