The Shaykh : As for the employees of the institution who collect the zakah and distribute it to its rightful recipients, if they are appointed by the government, they have a right to the zakah because they fall under the statement of Allah the Exalted:
And Those Who Collect It والعاملين عليها
But if they are not authorized by the state, they do not have the right to take their wages from the zakah, because they are not among its rightful recipients.

As for if the question intends to ask about the servants and workers who are with a person, does he give them from the zakah?
The answer is: It is permissible to give them from the zakah if they are among its rightful recipients. The general rule is that workers and servants are among its rightful recipients, because they did not leave their homes, wealth, and families except out of need. So if we know that this worker, or this male or female servant, has a family in their country and they are poor, there is nothing wrong with giving them from the zakah.
