The Shaykh : Cosmic will is derived from the saying of Allah the Exalted:
His command is only when He intends a thing that He says to it, "Be," and it is. إنما أمره إذا أراد شيئا أن يقول له كن فيكون
[Ya-Sin 36:82]

The Shaykh : So, everything that happens in this universe is by the will of Allah (Mighty and Majestic), whether it is good or evil. This will, which encompasses both good and evil, is the cosmic will. As for the legislative will, it pertains only to one of the two components, namely the good. A scholar among the jurists summarizes this for you in a poem of his, in which he says regarding Allah (Blessed and Exalted is He):
"He wills good and evil, but He is not pleased with the impossible"
The Shaykh: He wills good and evil, but He is not pleased with evil. This is explicit in the Noble Qur'an:
and He does not approve for His servants disbelief ولا يرضى لعباده الكفر
Although disbelief exists in these worlds, and that is by the will of Allah, He wills this disbelief and this disbeliever by cosmic will, but He does not will it by legislative will. Perhaps this provides clarification?
