He may have intended for people to pray, to fast, and to worship Him alone, and He commanded them to do so. Some of them prayed, fasted, and worshipped Allah, while others disbelieved, and they are the majority. This is the legislative will.
So the obedient monotheist is one in whom the two wills coincide. He agreed with Allah’s cosmic will, and he worshipped Allah alone and obeyed Him, and he agreed with the legislative will; because by his obedience to Allah and his monotheism of Allah, he also agreed with the legislative will.
As for the disobedient, he agreed with the cosmic will, but he opposed the legislative will and the legislative command, and so it is with the disbeliever.

فَمَنْ يُرِدِ اللَّهُ أَنْ يَهْدِيَهُ يَشْرَحْ صَدْرَهُ لِلْإِسْلَامِ وَمَنْ يُرِدْ أَنْ يُضِلَّهُ يَجْعَلْ صَدْرَهُ ضَيِّقًا حَرَجًا كَأَنَّمَا يَصَّعَّدُ فِي السَّمَاءِAnd there is a legislative will, as He (Exalted and Majestic is He) said:
Allah intends for you ease and does not intend for you hardship
يُرِيدُ اللَّهُ بِكُمُ الْيُسْرَ وَلَا يُرِيدُ بِكُمُ الْعُسْرَAnd Allah wants to lighten for you [your difficulties]; and mankind was created weak.
يُرِيدُ اللَّهُ أَنْ يُخَفِّفَ عَنْكُمْ وَخُلِقَ الْإِنْسَانُ ضَعِيفًاSo the obedient monotheist is one in whom the two wills coincide.
