Your Eminence! What are the matters that make a Muslim obligated to perform Hajj as an individual obligation, apart from the general obligation?
A vow. If a person makes a vow of voluntary devotion to perform Hajj, it becomes obligatory for him to perform it;By the saying of the Prophet (peace and blessings be upon him): (Whoever vows to obey Allah, let him obey Him), and Hajj is obedience to Allah and His Messenger. So if he vows to perform Hajj, it becomes obligatory for him to perform it.And we say: A vow of voluntary devotion, to distinguish it from a vow of protest or anger, which is intended to prevent, or urge, or affirm, or deny.And this becomes clear by example if a man says: If Allah heals my sick person, then I owe Allah that I will perform Hajj this year, or that I will perform Hajj. Here, the vow is a vow of voluntary devotion; because it is a vow in exchange for a blessing, it is an act of gratitude.And as for if he says: If I speak to so-and-so, then I owe Allah a vow to perform Hajj every year. In this case, he is not required to fulfill it; because he did not intend to draw near to Allah through Hajj, but rather intended to burden himself so that he would refrain from what he vowed against.
So the important point is that Hajj becomes obligatory by a vow. Likewise, it becomes obligatory if one begins it, even if it was a voluntary Hajj.because of the saying of Allah the Exalted:
And complete the Hajj and 'umrah for Allah. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animalsوَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ فَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[al-Baqarah: 196], and this verse was revealed before Hajj became obligatory; because it was revealed at al-Hudaybiyyah in the year (6) of the Hijrah, and the obligation of Hajj was only in the ninth year.And on this basis, Hajj is obligatory for two reasons: By beginning it.
And by a vow.
As for the obligatory Hajj, it is obligatory.
