His saying, the Exalted:
Then whoever hastens [his departure] in two days - there is no sin upon him; and whoever delays [until the third] - there is no sin upon him - for him who fears Allahفَمَنْ تَعَجَّلَ فِي يَوْمَيْنِ فَلا إِثْمَ عَلَيْهِ وَمَنْ تَأَخَّرَ فَلا إِثْمَ عَلَيْهِ لِمَنِ اتَّقَى
[al-Baqarah: 203] What is the meaning of: (for one who fears Allah) ?
That is, this ruling is only for one who fears Allah (Mighty and Majestic), such that he performed the Hajj completely, and whether he hastened or delayed, it was to draw near to Allah (Mighty and Majestic), not for a worldly purpose, a stratagem, or the like.So this restriction returns to two matters: For hastening.
And for delaying.

And it was said: The restriction applies only to the latter
and whoever delays [until the third] - there is no sin upon him - for him who fears Allahوَمَنْ تَأَخَّرَ فَلا إِثْمَ عَلَيْهِ لِمَنِ اتَّقَى
[al-Baqarah: 203] meaning: that delaying is more pious toward Allah (Mighty and Majestic); because it is better than hastening; since the Messenger (peace and blessings be upon him) delayed,And since the one who delays obtains two acts of worship: the stoning.
And the overnight stay.
But the more apparent view, and Allah knows best, is that this restriction applies to both hastening and delaying.
