As for paying the zakah on her own jewelry, there is no doubt that this is good, beneficial, and prescribed. It is obligatory for a woman to pay the zakah on her jewelry if it reaches the nisab, as indicated by the authentic hadiths from the Prophet (peace and blessings be upon him).
As for the zakah on her mother's jewelry, if she gives permission and appoints her as her agent, there is no harm. If she refuses, the daughter owes nothing; it is not obligatory for her to pay the zakah, especially if her mother follows a scholar who holds that there is no zakah on jewelry, because there is scholarly disagreement on this issue:Some of the scholars say: some say there is zakah on it,And among them are those who say: and others say there is no zakah on it. The stronger position is that zakah on it is obligatory.
As for last year, it was voluntary and not obligatory, because the mother does not believe it is obligatory, and she is not permitted to pay it without her permission.
