There is nothing wrong with a person combining his father’s one-third and his mother’s one-third, and all of it is according to what was bequeathed. Allah grants His favor to whom He wills. As for whether it should be paid out at once or increased, he must consider the public benefit. Is it better to pay it out at once for the construction of a mosque in which he participates, or something similar, or is it better to increase it and give its increase as charity? He should look at what is in the public benefit.
