The impermissibility of touching the private parts

Your Eminence,I read in a book named: Forbidden matters that people have taken lightly, by the esteemed Shaykh Muhammad Salih al-Munajjid, corrected by the distinguished Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz,And it says in it: (And every private part that it is not permissible to look at, it is not permissible to touch it, even through a barrier), and in school I studied jurisprudence,And it is said in it: It is permissible to touch the private part on the condition: that it is through a barrier, so which do I believe, the book or the school?
There is no contradiction between them -may Allah bless you- the one you read in the book, the school book, wants [to discuss] one's own private part,Meaning: That if a person touches his private part through a barrier; then his ablution is not invalidated.
As for the first:-And that is what is in the book of al-Munajjid - if a person looks at the private part of another, then it is not permissible for him to look at the private part of another except in one case only, which is the husband with his wife, it is permissible for her to look at the private part of her husband, and it is permissible for her husband to look at her private part, and it is permissible for him to touch her private part, and it is permissible for her to touch his private part;because of the saying of Allah the Exalted: [Al-Mu'minun: 5-7] .
And in the hadith from the Prophet (peace and blessings be upon him),And even if it has in it what it has of weakness: (Guard your private parts except from your wife, or what your right hand possesses) So: the two statements do not contradict each other.
May Allah reward you with good.
And with this, this meeting ends.
We ask Allah the Exalted to make it beneficial, and to reward you with abundant reward, and be glad with good, for (whoever travels a path seeking therein knowledge, Allah will ease for him a path to Paradise) and we all wish to reach Paradise by any path, and this is the one who travels the physical or spiritual path in seeking knowledge, for Allah will ease for him by it a path to Paradise.
And all praise is due to Allah, Lord of the worlds, and may Allah send prayers and blessings upon our Prophet Muhammad, and upon his family and his Companions, and those who follow them with excellence until the Day of Judgment.
And peace be upon you and the mercy of Allah and His blessings.
