Once the conditions are met, it is obligatory for a person to proceed to Hajj immediately without delay; because the principle regarding commands is to hasten in their execution, unless a specific time is set or a condition is attached, in which case one waits until the time arrives and the condition is fulfilled. Otherwise, the principle is to hasten. This is indicated by the fact that when the Prophet (peace and blessings be upon him) ordered the Companions to break their state of ihram at al-Hudaybiyyah and they delayed somewhat, he (peace and blessings be upon him) became angry. This indicates the immediacy required in obeying commands.And because it came in the hadith: (Whoever intends to perform Hajj, let him hasten),And at its end: (for his provisions may be lost or his mount may perish), or as he (peace and blessings be upon him) said.
A person does not know what may befall him. Perhaps the conditions will be met for him this year but not in the coming years, or perhaps he will die before the next year arrives, leaving Hajj as a debt upon his estate. The heirs may hasten to fulfill it, or they may delay.
These are the conditions for the obligation of Hajj. If these conditions are not met, there is no blame, as we have mentioned.
