Praying the obligatory prayer on a mount in cases of dire necessity

Machine translationRead the Arabic original
Regarding the prayer, O Shaykh! For those traveling from 'Arafah to Muzdalifah, if they are unable to perform the prayer outside the line of travel, as you mentioned, do they pray on their mounts?
If they are unable, they pray on their mounts. However, being unable is not actually a possibility, for the driver stops his car and gets out to the right or the left.

The questioner: Do you not leave them to the patrol officers? The Shaykh: By Allah, in any case, we walk a lot and do not find patrols. But sometimes a person is unable, for example, if he is in a place around Wadi Shaybah, at a bridge, and cannot get out. The point is, if he is unable, he prays on his mount, as it is established that the Prophet (peace and blessings be upon him) and his Companions prayed on their mounts when the sky rained. The sky was raining and the ground was flowing, so they prayed the obligatory prayer on their mounts.
