Yes, it is permissible, but it is better to remain until one prays Fajr there and departs very early. However, if one fears the crowd, it is better to move forward and throw the pebbles at the Jamarat when one arrives at Mina, even if it is before Fajr. This is because the Prophet (peace and blessings be upon him) permitted the weak and women to move forward to Mina and throw the pebbles before the crowd of people.
