The ruling on Hajj for one who has a debt

Machine translationRead the Arabic original
Does debt prevent one from performing Hajj? And if it does prevent it, what is the ruling regarding long-term bank debts, especially those with the Development Bank, where the debts may last a lifetime and we are unable to pay them off?
If the debt is due immediately, it takes precedence over Hajj because its obligation precedes the obligation of Hajj. One must pay the debt and then perform Hajj. If he has nothing left after paying the debt, he waits until Allah makes him wealthy. And if it is deferred, we look at it: If a person is confident in himself that he will pay it when the due date arrives, then the debt here does not prevent the obligation of Hajj, whether the creditor gives him permission or not. If he is not confident in his ability to pay, he waits until the due date arrives and he pays it.And based on that, we say: If a person has debts with the Real Estate Development Fund and he knows from himself that he will pay them when the due date arrives, he must perform Hajj even if he has a debt.
