The Ruling on Hajj for One Who Has a Debt

Question: His Eminence, the Father, Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, the Mufti of the Kingdom of Saudi Arabia (may Allah preserve him).
Peace be upon you, and Allah's mercy and blessings. And after that,
His Eminence, the Father, I inform you that I am a young man, about 32 years old, married, with five children. It was Allah's will that I fell into many debts until they reached approximately fifty thousand riyals, due to completing the marriage according to the customs and traditions of the Baha region. Since some of this debt is about 13 years old, and I currently reside in the city of Ta'if, renting a home in Ta'if, and am of limited income, and since my circumstances, by Allah, O dear Father, have not helped me to pay off these debts until now, as I pay an amount and then borrow another due to my low income. And since we are approaching the Hajj season this year, and I have a desire to perform the obligatory Hajj this year, I ask Allah, then you, to inform me: if I perform Hajj without the knowledge of those who have a claim on me, is it a sin? And I am unable to seek their permission, as some of them are in Baha, and others in Makkah al-Mukarramah and Jeddah, and I do not know the addresses of most of them, and each of them has a claim of approximately five thousand riyals.
Therefore, I request your Eminence to inform me on this matter at the address mentioned, before the Hajj of this year, so that I may decide whether to perform Hajj or not? May Allah guide you and prolong your life.

Answer: And upon you be peace, and the mercy of Allah and His blessings. As for what follows:
If you have what suffices to pay them, there is no need to seek permission, because you are capable of fulfilling the debt. And if you have the ability to perform both Hajj and fulfill the debt, there is no need to seek their permission; because Hajj is for the one who has the means to it. May Allah guide everyone. And peace be upon you, and Allah's mercy and blessings.
