The questioner : The deputy does not articulate the letters, for example, like the qaf and the ghayn, and so on. He is asking whether it is permissible for him, knowing that the congregation of followers cannot pray, and he is currently in a difficult situation?

The Shaykh : I say: It is not permissible for this imam to appoint as his deputy one who does not articulate the letters. If he finds no one but this person, he should not go right or left, or he should resign from this position. This is one aspect regarding the followers: they should raise the matter to the responsible authorities and request that the responsible authorities appoint a person who articulates the recitation.

The Shaykh : Yes.

The Shaykh : Even in a market area, they do not pray behind one who does not articulate the recitation, provided there is the ability to find someone else. But if it is not possible to find anyone but this person, then fear Allah as much as you are able. The time ends here, and praise be to Allah, Lord of the worlds, and may Allah send blessings and peace upon our Prophet Muhammad, and upon his family and his Companions, and those who follow them with excellence until the Day of Judgment.
