[Ruling on the Charity Committee deducting (10%) from donations for supervisors]

His Eminence the Shaykh: We are a charity committee, and donors approach us to build, for example, mosques and projects. Usually, we deduct ten percent of the project's value from every project. Some of them are aware of this, while others are not, but we are responsible for building these projects.

The Shaykh: But what is the ten percent in exchange for?The questioner: In exchange for executing the project, such as the wages of the supervisors who oversee these projects; they take thirty dinars,Meaning: approximately three hundred and sixty riyals daily for their supervision in these countries. Is it permissible to deduct the ten percent? And is it permissible to take approximately three hundred and sixty riyals daily for supervision?
As for estimating the supervision at three hundred and more, this is according to custom. However, the donor must be aware that this charity fund has associated costs that are deducted from the principal in the fund. This is necessary because many people assume that everything they give is spent on the beneficiaries. Here, if you put up a sign, for example, at the entrance door of the house, stating the expenditure details, such as spending ten percent of the hundred on the fund's workers, and the rest on paths of good.

The questioner: Knowing, O Shaykh, that we write a contract between us and the executor and give a copy to the donor,And we write at the bottom: If something remains from the project, meaning a small amount, this becomes charity for the sake of Allah. So some of the brothers there objected—truly—He said: This is a matter that embarrasses the donor or something like that. Is this matter permissible? The Shaykh: No, there is no problem, and this does not embarrass him; rather, it reassures him and he knows that those in charge of the fund are trustworthy, for if they had wished, they would have taken and been silent. But if it is clarified, meaning: It was said: We take ten percent of the hundred for the benefit of the workers. The matter became clear and explicit.

The questioner: And the remainder? The Shaykh: The remainder, ninety percent, is spent on works of good.

The questioner: I mean, after execution, sometimes a small amount of money remains,So we write in the contract: Does this remaining money become charity? The Shaykh: Does the fund now collect all the money? The questioner: Yes.

The Shaykh: If a person comes with ten riyals, for example, it means deducting ten percent from it, meaning: nine riyals remain. This is added to the fund's money, which may reach millions. Its meaning is: It is not possible that a small amount remains, did you understand? The questioner: Yes.

The Shaykh: Because the meaning is not that if a person comes with ten riyals, we spend that exact amount on a work? No, we put it in the fund, and the fund has a lot of money.
