Ruling on advancing the prayer for one who enters the city at the time of the second prayer

His Eminence the Shaykh: If a person is traveling and then heads toward his city intending to combine and shorten—say, the midday and afternoon prayers—but in his estimation he will reach his city before the time for the afternoon prayer, and then he comes, sleeps, and leaves the afternoon prayer? The Shaykh: But he has already prayed it?The questioner: He has prayed it with the midday prayer, so is it permissible for him to pray it with the midday prayer?
I say: As long as a person has not reached his city and actually entered it, he may avail himself of the dispensations of travel, such as combining and shortening. For this reason, the Commander of the Faithful, 'Ali ibn Abi Talib (may Allah be pleased with him), prayed two units while he was approaching Kufa, and they said to him: [O Commander of the Faithful! This is Kufa! He said: We have not entered it].
It is permissible for a person to avail himself of all the dispensations of travel until he enters the city. So if he prays the afternoon prayer with the midday prayer and enters the city before the time for the afternoon prayer, he may sleep and there is no blame on him; because he has cleared his conscience.
