What is the ruling on migrating from a Muslim country to a Western or disbelieving country?
Migration, may Allah bless you, is moving from a land of shirk (associating partners with Allah) to a land of Islam, not from a land of Islam to a land of shirk. This is unless a person is persecuted in a Muslim land, prevented from practicing the rituals of his religion, and is able to practice the rituals of the religion and call to Allah the Mighty and Majestic in a disbelieving land. In that case, his moving is better than his staying, unless his moving causes harm to the other committed believers.Meaning, if we say: They left this land where the committed are persecuted, and then they left one by one, leaving the land with the corrupters.Then in this case, we say: Be patient and stay in your land, and help your brothers in rectifying matters in the best way.
Even I see that as long as his staying is beneficial to the other committed brothers who are present, let him stay, and if Allah wills, Allah will relieve his situation.
