What is the ruling on emigrating from the West Bank to another Muslim country? Does emigration conflict with the hadith (There is no emigration after the conquest)? And what is the meaning of the hadith?

Machine translationRead the Arabic original
The questioner : Our Shaykh, in one of the sessions, one of the brothers asked a question about the emigration of the people of the West Bank to another Arab country, to another Muslim country, because the disbelievers live there and have dominance. So there is a doubt, our Shaykh, regarding...The questioner : ...the statement that the Prophet (peace and blessings be upon him) said in the hadith
Narrated Mujahid bin Jabir Al-Makki: `Abdullah bin `Umar used to say, "There is no more Hijrah (i.e. migration) after the Conquest of Mecca." لا هجرة بعد الفتح
Sahih al-Bukhari 3899
. Does this hadith have any relation to the fatwa we heard, our Shaykh?

The Shaykh : No, it has no relation.

The questioner : And the meaning of the fiqh of the hadith, if you please, the fiqh of the hadith?

The Shaykh
Narrated Mujahid bin Jabir Al-Makki: `Abdullah bin `Umar used to say, "There is no more Hijrah (i.e. migration) after the Conquest of Mecca." لا هجرة بعد الفتح
Sahih al-Bukhari 3899
The intention is not to negate emigration from the land of disbelief to the land of Islam absolutely. Rather, the intention is to negate the obligation of emigrating from Makkah to al-Madinah. Because in the early days of Islam, it was obligatory for the weak believers who were in Makkah, the oppressed ones, to emigrate from Makkah to al-Madinah after the Messenger (peace be upon him) began to lay the foundations of the Muslim state there. So after the matter was settled for the Prophet (peace and blessings be upon him) in al-Madinah, and Islam began to take root and strengthen in the land, at that time he (peace be upon him) said:
Narrated Mujahid bin Jabir Al-Makki: `Abdullah bin `Umar used to say, "There is no more Hijrah (i.e. migration) after the Conquest of Mecca." لا هجرة بعد الفتح
Sahih al-Bukhari 3899
. As for emigration in general, it continues. This is one of the inherited beliefs of the Muslims, which is mentioned in the books of creed: "Emigration continues until the Day of Resurrection." Then there is the Qur'anic text:
Was not the earth of Allah spacious [enough] for you to emigrate therein? ألم تكن أرض الله واسعة فتهاجروا فيها
[An-Nisa 4:97]
. This Qur'anic text remains clear, established, and not abrogated. As for the hadith, it was a restriction of this Qur'anic text for a specific time, as I explained just now.

The questioner: Yes.

The Shaykh : So there is no conflict.

The questioner: Praise be to Allah, Lord of the worlds.

The Shaykh : Yes?

The questioner : The question that the brother asked.
