If a man enters the mosque and the congregation is in the final rak'ah, and the prayer ends at the end of that rak'ah, should he join them or wait until the prayer ends and wait for another congregation?The Shaykh: Did you say in the final rak'ah?The questioner: After the bowing.

The Shaykh: So we say: If you hope that someone will arrive, wait, or if you have someone with you, wait until the imam says the closing salam, then pray. If you do not hope for anyone to arrive, join the imam, because catching part of the prayer is better than missing it.
