The Shaykh : I say that this combining is permissible, but not on the basis of fear, because the fear mentioned in the verse:
And if you fear [an enemy, then pray] on foot or riding فَإِنْ خِفْتُمْ فَرِجَالًا أَوْ رُكْبَانًا
[Al-Baqarah 2:239]
does not refer to fear in general, but rather to fear in war. This suffices us from this reasoning for which we do not find evidence that would suffice us. The hadith of Ibn 'Abbas in "Sahih Muslim" suffices us, which states: "The Messenger of Allah (peace and blessings be upon him) combined the Dhuhr and 'Asr prayers, and the Maghrib and 'Isha' prayers in Madinah, without travel or rain ." They said: "What did he intend by that, O Abu al-'Abbas?" Abu al-'Abbas is the kunya of 'Abdullah ibn 'Abbas, Ibn 'Abbas. They said: "What did he intend by that, O Abu al-'Abbas?" He said: "He intended not to cause hardship for his Ummah." So, where there is hardship, combining is done, and where there is no hardship, it is obligatory to separate the two times and perform each prayer in its time with the congregation. Here is another issue: the matter revolves around the Muslims praying the 'Isha' prayer each in his own home, in which case they would miss the congregational prayer.

It is known from many authentic hadiths, and praise be to Allah, that the Prophet (peace and blessings be upon him) established for his Ummah that when rains fall, the prayer is in the dwellings. It is also known that he ordered the mu'adhdhin on a rainy night to say: here there are two narrations. One narration says he should say after "Hayya 'ala al-salah" (Come to prayer), "Hayya 'ala al-falah" (Come to success)

The Shaykh : If the Prophet (peace and blessings be upon him) permitted the believers in their homes that when rains fall, the prayer is in the dwellings, and permitted them to combine the two prayers as a combination of advancing when there is rain, because they might not be able to go out at the time of the last prayer, for example, to the mosque, then out of concern for performing the prayer with the congregation, he (peace and blessings be upon him) permitted them to combine the two prayers on the excuse of rain. The excuse I mentioned just now is undoubtedly stronger than these excuses for which the text explicitly came in the authentic hadiths. Added to this is the teaching of Ibn 'Abbas, or Ibn 'Abbas (may Allah be pleased with him), regarding the combining of the Messenger (peace and blessings be upon him) in Madinah without any of the known excuses. Travel is an excuse for combining, and rain is an excuse for combining. Yet he says the Messenger (peace be upon him) combined without the excuse of rain and travel. What did he intend by that? He said:
he (the Holy Prophet) wanted that his Ummah should not be put to (unnecessary) hardship. أراد أن لا يُحرِجَ أمَّته

. So, they may combine the 'Isha' prayer as a combination of advancing with the Maghrib prayer. This is the answer to the first question. Yes.
