And I am telling you that Imam Malik (may Allah have mercy on him) said: One who shaves his mustache should be disciplined.
Meaning: Imam Malik said: The one who shaves his mustache should be disciplined; because the Sunnah was only reported regarding cutting the mustache or trimming the mustache, whereas shaving it completely, he says: that the one who does it should be disciplined.
There is no such thing as occasions; the mustache is not to be shaved.
