The questioner : Yes, circumcision.

The Shaykh : Ah, this varies—likewise—depending on the country. In cold countries, the girl is usually not in need of circumcision, unlike in hot countries; there, they are in need of circumcision. The circumcision of women is usually in the woman’s organ; there is a piece of flesh that may be small or large. In cold countries, it does not grow large; in hot countries, it does not grow large, whereas in hot countries it does grow large. Therefore, in hot countries, the woman is circumcised. This was the case in the time of the Messenger (peace be upon him) in the Hijaz. It has come in some authentic hadiths that a woman used to circumcise women; that is, she would circumcise them. He (peace and blessings be upon him) said to her:
If you cut, do not cut deeply إذا خفَضْتِ فلا تنهكي
; that is, do not exaggerate in cutting this cartilage or this piece of flesh;
For it makes the face more radiant and the husband more pleased فإنه أنضر للوجه وأحظى للزوج

So, the circumcision of women varies depending on the country. As for men, all of them are in need of circumcision, except for what is very rare. Some of them may be born circumcised; this occurs very rarely. And what is narrated about the Prophet (peace and blessings be upon him) that it was narrated: "Circumcised and rejoiced," although it is not authentic in terms of its chain of narration; it is a normal matter for some people, so it is not considered one of his miracles (peace and blessings be upon him); because some people—and they may be disbelievers—were also born circumcised, so this is not a distinction.
The point is that the general rule for men is that it is necessary to cut the skin that is on the glans. As for women, the general rule in hot countries is that it is necessary, whereas in cold countries, it is not. This is the ruling on circumcision.
