It must be an organized jihad from the Muslims, and they must have a leader, which we call in the Shari'ah language the Khalifah (caliph) for the Muslims. The issue is not the issue of an enthusiastic person who claims that he has done everything that is obligatory upon him in this call, and in this there is what is in it of submission.
