It is mentioned in the hadith: (Everyone will be recompensed for his deed, if good then good, and if evil then evil). Is the punishment of the people of evil called evil, and is it permissible to attribute evil to Allah, or is this false?

The questioner : He says: May the Shaykh be respected, it is mentioned in the hadith the saying of him (peace and blessings be upon him), in the sense of: The Prophet (peace and blessings be upon him) described the people of evil as those who will be recompensed with evil. Is their punishment called evil, or is it evil for them in this sense, such that evil is attributed to Allah? Is this permissible, or is it false? We ask for an answer to this difficulty.
The Shaykh : First: I want the questioner not to repeat the meaning, is it so, is it so, is it so, as if he wants to say I know this and I know that. He asks, saying: What is meant by evil?
First: I do not know about this hadith with this wording whether it is authentic or not.
Second: The saying of the one who says, "People are recompensed for their deeds, if good then good, and if evil then evil," is taken from the saying of Allah the Exalted:[Az-Zalzalah 99:7-8] meaning he sees the evil. The recompense of the doer of evil for the evil means that he is recompensed with the like of what he did. His recompense with the like of what he did, even if it is evil for him, is good for Allah because it is justice, and all justice is good.
Perhaps this question leads us to another question more important than it, which is that we believe in the divine decree, its good and its evil. Is there evil in the divine decree? We say: As for the divine decree which is the estimation of Allah, there is no evil in it, but it is all good. As for the divine decree in the sense of the decreed thing which Allah decrees, this contains good and evil.
Is this concept understood or not? We say: As for the divine decree which is the action of Allah, there is no evil in it, because Allah does not do anything except for a wisdom, even if it is evil for people, it is a wisdom.[Ar-Rum 30:41] Is corruption good or evil? Evil, but Allah decreed it for a great benefit. [Ar-Rum 30:41] So the divine decree which is His estimation has no evil in it, and the decreed thing which is created has good and evil in it. For example, people benefit from camels [Ya-Sin 36:71-73]. Do people benefit from wolves as they benefit from camels? No, rather they find evil from them; they eat the sheep and perhaps eat the children, so there is evil in them. But this evil, with respect to the action of Allah the Mighty and Majestic, is not evil, because Allah created this predatory animal so that the human knows his own worth and knows that Allah the Exalted has wisdom in creating the beneficial and creating the harmful. And he strives to protect himself with the remembrances that were transmitted as protection for their reciter. So you find now that in the creation of wolves and their like there is a great wisdom, even if they themselves are evil. So the evil is in the effect, not in the action, with respect to Allah the Mighty and Majestic. Yes.
Everyone will be recompensed for his deed, if good then good, and if evil then evil
