What is the ruling on attributing evil to Allah the Exalted, specifically in light of the hadith: (And whoever Allah does not love, He delays evil for him)?

Machine translationRead the Arabic original
The questioner : Regarding His saying - the Exalted - :
whether evil is intended for those on earth or whether their Lord intends for them a right course.
[Al-Jinn 72:10]
.

The Shaykh: Yes.

The questioner : The Shaykh just mentioned the hadith, saying:
And whoever Allah does not love, He delays evil for him
, so is there a contradiction here? It appears in the hadith as if evil is attributed to Allah - Glorified and Exalted is He - , whereas the methodology of the people of the Sunnah is that evil is not attributed to Allah.

The Shaykh : How, my brother?

The questioner : Regarding the hadith the Shaykh mentioned and said ...

The Shaykh : No, I ask you to specify the question.

The questioner : The question is: is there a contradiction between the verse
Is it evil that was intended
here, meaning evil is not attributed to Allah - Glorified and Exalted is He - , whereas the apparent meaning of the hadith is that it attributes evil to Allah - Glorified and Exalted is He - .

The Shaykh : What is the hadith?

The questioner : The one the Shaykh just mentioned, he said:
Whoever Allah - Glorified and Exalted is He - loves, He hastens calamities for him, and whoever He wills evil for, He does not test him in this world
So here he said:
And whoever He wills evil for
... attributing evil to Allah - Glorified and Exalted is He - .

The Shaykh : Okay, you say.

The questioner : I say, does it mean.

The Shaykh : Pardon me.

The questioner: Yes.

The Shaykh : You say that Allah does not will evil.

The questioner : No, I say it is not attributed to Allah.

The Shaykh : We are discussing this now.

The questioner: Yes.

The Shaykh : The Shaykh's hadith, you say that the Shaykh said that whoever Allah wills evil for, so you say that Allah does not will evil?

The questioner : We say that Allah created evil, but do we attribute to Him, do we say that Allah, we attribute evil to Him.

The Shaykh : You are mistaken, my brother, Allah wills everything.

The questioner : Glorified is He.

The Shaykh : Good and evil.

The questioner: Yes.

The Shaykh : Good and evil, as the jurists say: "He wills good and evil, but He is not pleased with the impossible." He wills good and evil. How strange this question is! Among the conditions of faith is: belief in the divine decree, its good and its evil.

The questioner: Yes.

The Shaykh : Who decreed the good? It is Allah. Who decreed the evil.

The questioner : Allah - Glorified and Exalted is He - .

The Shaykh : When Allah decreed the good, did He will it or not will it?

The questioner : He willed it.

The Shaykh : When He decreed the evil, did He will it or not will it?

The questioner : Yes, He willed it.

The Shaykh : So do not be misled by the misguided Mu'tazilah who deny to the people of the Sunnah that Allah - Mighty and Majestic - wills good and evil. The truth is He wills good and wills evil, but He commands good and is pleased with it.

The questioner: Yes.

The Shaykh : And He forbids evil and is displeased with it.

The questioner: Yes.

The Shaykh : Like this.

The questioner: Yes.

The Shaykh : As for will, it encompasses everything
His command is only when He intends a thing
[Ya-Sin 36:82]
"a thing" is an indefinite noun that signifies comprehensiveness, whether this intended thing is good or evil. But the difference is that when He commands good, He loves it, and when He wills evil, He hates it. This is the creed of the people of the Sunnah and the community, so there is no contradiction.
