Because the Prophet (peace and blessings be upon him) said:
AbU Huraira reported Allah's Messenger (ﷺ) having said this: Two are the types of the denizens of Hell whom I did not see: people having flogs like the tails of the ox with them and they would be beating people, and the women who would be dressed but appear to be naked, who would be inclined (to evil) and make their husbands incline towards it. From the wrist—the wrist of the hand—yes, from the wrist, the wrist of the hand, to the ankle, the ankle of the foot. This is in the house. But if she goes out, it is known from the prescribed ruling that the Messenger (peace be upon him) granted them a dispensation to let their garments drag to the length of a forearm, for what? For the sake of covering the foot. So a woman's clothing is not like a man's clothing. Therefore, the Messenger (peace be upon him) did not say: "Men who cover their 'awrah (part of the body that must be covered)." Although he said:
