There is no blame if women see her chest, her leg, her upper arm, her forearm, or her head; there is no blame in any of this. However, it should be noted here that her habit of wearing this short clothing may lead to her being lax with non-women, such that the servant sees her, or the driver sees her, or her husband's brother or her husband's uncle sees her, or someone else who enters the house sees her. It is incumbent upon her, and this is my advice to every woman, to strive to always wear modest clothing and to abandon this laxity, lest this laxity lead her to do so in places where it should not be done.
This is a proven matter, for habits are overpowering. One may become accustomed to this and then be lax with it when she encounters her husband's brother, her husband's uncle, the driver, or the servant in the house, and this is what is wrong.
Therefore, it is better for her to always have clothing that is covering and ample, and for her hair to be covered, except in the private setting of the home where there is no fear of men entering or men coming in.
