He should do these things before entering the month of Dhul-Hijjah, as long as he knows that he will sacrifice. As for shaving the head or shortening the hair during Hajj and 'Umrah, this does not harm, even if he intends to perform Hajj, because this is a ritual act, so it must be done. Yes.
