The Shaykh : It appears that both times are in the evening: between 'Asr and Maghrib, and between Maghrib and 'Isha. Allah, Glorified and Exalted is He, commanded us to glorify Him before the rising of the sun and before the setting of the sun. The best time for the morning dhikr is between the Fajr prayer and the rising of the sun, and for the evening dhikr, it is between the 'Asr prayer and the setting of the sun. However, the time extends beyond that; the morning time may extend until the sun has fully risen, and the evening time may extend into a portion of the early night. The matter is broad in this regard. But what is specified for the night is not done during the day, as in his (peace and blessings be upon him) saying regarding the Verse of the Throne:
Whoever recites it in a night, a protector from Allah will remain over him, and no Shaytan will approach him until he becomes morning من قرأها في ليلة لم يزل عليه من الله حافظ ولا يقربه شيطان حتى يُصبح
