The Shaykh : Yes, it is permissible for a person to be named with these names, on the condition that the meaning from which they were derived is not intended, so that they are merely proper names. Among the Companions were al-Hakam and Hakim ibn Hizam, and the name Adl is also well-known among people, and there is nothing wrong with it. However, if the meaning from which these names were derived is intended, then it appears that it is not permissible. This is because the Prophet (peace and blessings be upon him) changed the name Abu al-Hakam, which was his kunyah, because his people used to go to him for judgment. He said (peace and blessings be upon him):
Allah is Al-Hakam (the Judge) and judgment is His إن الله هو الحكم وإليه الحُكم
