Is istinja' and wudu' obligatory for every prayer?

Machine translationRead the Arabic original
The questioner : Is istinja' and wudu' obligatory for every prayer?

The Shaykh : Istinja' is not obligatory for every prayer, nor is wudu'. If the time for prayer enters and she is in a state of ritual purity, let her pray. If she remains in that state until the time for the second prayer enters, let her pray, because wudu' is not obligatory except due to a state of ritual impurity.
Then, some people think that istinja' is attached to wudu', so you find that a person does not perform wudu' unless he performs istinja' before it, even if he has not urinated or defecated. Some people ask: if a person urinates or defecates an hour before the Zuhr prayer, then he relieves himself and performs a complete istinja', and then the adhan for Zuhr is called, is he sufficient with the first istinja', or must he repeat the istinja' again?
We say: rather, he is sufficient with the first istinja', and there is no need for him to perform istinja' again, because istinja' is only for purifying the place from what came out of it, and this has purified the place, so there is no need for him to purify it a second time.
