What is the stance of pure Islam regarding wudu' and what it entails of mentioning the name of Allah in the place of relief?

Machine translationRead the Arabic original
The questioner : This listener is from the Arab Republic of Egypt, from al-Mansurah, Mahmoud al-Sa'id Abd al-Khaliq. He has these paragraphs, saying: To the honorable gentlemen in charge of this noble program, Nur 'ala al-Darb, I turn to your eminence with sincere thanks for granting me this opportunity to kindly answer my questions. He says: What is the stance of pure Islam regarding wudu' and what it entails of mentioning the name of Allah in a place like the place of relief?

The Shaykh : Yes. The mention of the name of Allah during wudu' is a recommended practice (sunnah). If a person mentions the name, it is more complete and better. If he does not mention the name, there is no sin on him and no invalidity in his wudu'; rather, his wudu' is valid. This is because the saying of the Messenger of Allah (peace and blessings be upon him)
the ablution of a person who does not mention the name of Allah is valid لا وضوء لمن لم يذكر اسم الله عليه
Sunan Abi Dawud 102Sahih Maqtu' (Al-Albani)
has led the scholars (may Allah have mercy on them) to differ regarding its authenticity and its meaning. Some of the scholars weakened it, to the point that Imam Ahmad (may Allah have mercy on him) said that nothing is established in this chapter.
And some of the scholars said that it is a proof. Then they also differed on whether this negation is a negation of perfection or a negation of validity. Some of them said that it is a negation of perfection, and that wudu' with the mention of the name is more complete, and its validity does not depend on it. And some of them said that it is a negation of validity, and that wudu' without the mention of the name is not valid, because this is the original meaning of negation, as the original meaning of negation is that the negated thing is absent, either in reality or by the Shari'ah, unless there is evidence that the intended meaning is the negation of perfection.
And the closest view to me is that the mention of the name during wudu' is a recommended practice (sunnah). This is because all those who described the wudu' of the Messenger of Allah (peace and blessings be upon him) do not mention the mention of the name from him, even though they describe his wudu' in the context of teaching people, as the Commander of the Faithful, Uthman (may Allah be pleased with him), used to call for a basin with water in it and perform wudu', and the people would look at him to teach them the wudu' of the Messenger of Allah (peace and blessings be upon him), and he did not mention the name. So if a person mentions the name during his wudu', it is more complete. And if he does not mention it, there is no sin on him and his wudu' is valid.
Then, the mention of the name in the place of relief and its like is not a problem, because most of the places of relief among us are clean, as water removes impurity and takes it away. And if he likes to mention the name in his heart, by keeping the mention of the name in his heart without pronouncing it with his tongue, that is good. Yes.
