The ruling on saying the name of Allah inside the place of relief when performing ablution

Q18: The questioner says: If a person intends to enter the place of relief and intends to perform ablution inside the place of relief, does he recite the Basmala verbally, or does he intend it in his heart?

A18: The Basmala at the beginning of ablution is obligatory and must not be omitted. The Prophet (peace and blessings be upon him) said:
the ablution of a person who does not mention the name of Allah is validلا وضوء لمن لم يذكر اسم الله عليه
Sunan Abi Dawud 102Sahih Maqtu' (Al-Albani)
So he should say it, even if he is inside the place of relieving himself. And now, the place of relieving oneself is not like it used to be; it is clean, and the urine and feces are carried away with the water, so there is nothing of urine or feces in it, as was the case in the past.
