The Shaykh : My brother, no, I am not ruling that he does not believe!! I am telling you: like this and like this, just as we are talking with the brother there, the one who leaves prayer, if he denies it, then his case is the case of a disbeliever.

The Shaykh : If he believes in it, but his action is the action of a disbeliever, then this one is a Muslim and that one is a disbeliever, likewise we say: about the one who leaves Hajj, and the one who leaves zakah, and the one who leaves all the obligatory duties, ah, if he believes in them, then he is an open sinner because he did not do the action of the Muslims, but rather he did the action of the disbelievers, and if he says: this was and now it has become a fashion of not performing Hajj, etc., meaning a law has been abolished, this is a disbeliever, so this one who did not perform Hajj, his intention must be looked at, and not only his action, he must look at his action, because his action is the action of the disbelievers.

The Shaykh : The one who does not perform Hajj to the House of Allah the Sacred; therefore He - the Exalted - said in the Qur'an:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Ali 'Imran 3:97]
