Does the parliament represent the elite of the Ummah?
Machine translationRead the Arabic original
The Shaykh : The elite of the Ummah? Is this a reality? Does the parliament in any Islamic state represent the elite of the Ummah? The answer is no. Therefore, we do not support these elections or these parliaments, because what is built upon a defective foundation is defective. This is a jurisprudential principle: "What is built upon a defective foundation is defective." If we wanted to correct the reality of this name, the Council of the Ummah, this council should consist of righteous scholars from every field of knowledge and art, and from all Muslims. We find that in the parliaments existing today, in the councils called parliaments, those in them do not represent the Ummah in its scholars, because these scholars are excluded from such councils by the system, without a doubt. If this system were ruling by what Allah has revealed, you would find that the first authority actually chooses the elite of the Ummah. As I said, it is not necessary that they be only scholars of the Shari'ah; there must be scholars from various sciences, whether it is called economics, sociology, agriculture, or anything else. But these people must be righteous first, and then responsive to the rulings of the Shari'ah, which emanate from the authorities who are from these scholars. Since these councils, the parliaments, do not represent this legal reality, we do not support any Muslim running for a seat in the parliament. But as we always say, forever, first, and based on texts whose meanings are certain in the Qur'an and the Sunnah, [Al-A'raf 7:187], [Saba 34:13] the Ummah will split into seventy-three sects, all in the Fire except one. The important point is that the majority is always condemned. If that is the case, then the majority of these parliaments, as a reality, must contain some good and righteous people, and there may be some of the type we will now say we nominate. But we do not advise a Muslim to run for office because he will not be able to bring about change in the parliament, in its constitution, or in its law. When we say "do not do it," we assume that most people do not hear this word, either because they are not convinced or because they follow their desires. So we will find in the arena where many Muslims put themselves forward to run for office many Islamists. So what do we do here? If we stand like this, perhaps the voices of those whose evil is greater will prevail. Therefore, we must choose the candidates whose evil is lesser. From this door, from the door of repelling the greater evil with the lesser evil, we see that we should choose the Islamists. Then, without a doubt, they are of different degrees. May Allah forbid that a Salafi who adopts the Book and the Sunnah, who adopts the Book and the Sunnah and the application of the Shari'ah, but unfortunately, as has happened in some Arab Islamic countries, thinks that if he enters the parliament he will fix things, so he runs for office. We see that at the time we advise him not to do it, we choose him from the door of reducing evil and repelling the greater with the lesser. This is the answer.

The Shaykh : Small, this one is ongoing.
The questioner : No, we are just... you are on your answer in it.
The Shaykh: Go ahead.
The student : We need to start with the smallest one in it.
The Shaykh : Hmm.
