The questioner: Prices are low for you in Sham, and we hear a lot that when a person comes to settle in Jordan and in Sham and the lands of Sham in general, he says, "Do not strive and migrate from this land." So I said to him, "May Allah reward you, this is a blessed land, the land of Sham, and the Messenger (peace and blessings be upon him) encouraged staying in the land of Sham, and so on." He said, "It is true that the Messenger (peace and blessings be upon him) encouraged staying in Sham and expressed a desire for it, but if its people become corrupt, you should look for a group or people or a faction, whether in Pakistan or anywhere in the world, that worships Allah (Mighty and Majestic) and upholds the limits of Allah (Mighty and Majestic), and migrate to them. So I do not know what the situation would be for a Muslim if the people of Sham become corrupt and he finds a country with less harm than this place?"

But as we say, even on the occasion of the commotion that the man stirred up, we say that a Muslim must migrate from a country where he feels he does not enjoy his religious freedom to another country that is better than it. And I gave an example of this regarding Algeria, when one of them called us recently and told us, "You have made migration obligatory for the Algerians and others." I said, "Yes, but let me clarify something to him, in case what reached him was distorted or cut off, or so on." I said to him, "Questions come to me about the harassment you find in the capital, where movement is prohibited at night until five in the morning. I was asked more than once, 'What do we do between five and the sunrise, which is a quarter of an hour later? Do we pray in our homes in the morning, or do we delay the prayer until the light spreads in the mosque?'" I said, "Yes, until the light spreads in the mosque, as long as you perform the prayer in its time." I said to the questioner, "This is how it was asked and I answered, correct?" He said, "Yes." I said, "Is this confinement and this restriction present in all of Algeria, or only in the capital?" He said, "Only in the capital." I said, "It is obligatory to migrate from the capital to another country where this restriction does not exist. So now, by this measure and this rule and criterion, the Muslim who thinks about the future of his life on one hand and the future of his children and descendants on the other hand should choose from... ."
