A person asks another for ten thousand riyals, so he transfers it to another poor person; is that acceptable?

Machine translationRead the Arabic original
The Shaykh : One person asks another for ten thousand riyals. He says, "I will transfer these ten thousand to so-and-so." Let us take numbers now so that there is no confusion. Number one asks Number two for ten thousand riyals. Number two says to him, "I will transfer you to Number three." Number three is poor. Does he accept or not? He does not accept, because it is in the ruling of a lost item. So how is it valid to drop something from a debt out of the zakat of your present wealth? For this reason, the Shaykh al-Islam Ibn Taymiyyah said: "There is no dispute that dropping a debt as zakat on the item itself is not sufficient", and the matter is clear in this.
