Can the statement of the Prophet (peace and blessings be upon him) (Whoever introduces a good practice in Islam) be understood to mean that the good practice can be in civil matters, such as design?

Machine translationRead the Arabic original
The questioner : The hadith of charity
Whoever introduces a practice
Does the practice not occur in the religion in acts of worship? Is it possible for it to be in civil matters, the matter of charity, the matter of roads, the matter of designing buildings, the matter of such things?

The Shaykh : No, if you look at the concise interpretation, it is alive.

The questioner : You mentioned it is alive, correct.

The Shaykh : If you look at this, it includes it, because he is not going to bring something from himself...

The questioner : ... .

The Shaykh : No, I mentioned charity on the occasion of the hadith coming, but the meaning of "whoever introduces" is much broader than that; it includes even pure acts of worship that people had abandoned and he revived them.

The questioner : Does he have a virtue called introducing a valid practice that he revived?

The Shaykh : Allahu Akbar, the method of this practice.

The questioner : Well, the one who says the matter of the traffic system; fifty years ago, the traffic system was not called a good practice, or roads, or buildings?

The Shaykh : This falls under considering the interests of the Muslim community. Organizing these ordinary matters saves people from troubles and problems. This is undoubtedly a good practice. But as you noticed, this is in ordinary matters, not in acts of worship. However, the hadith is broader than that. One of the proofs of that is his statement (peace be upon him)
Whoever calls to guidance will have the reward of that and the reward of whoever follows him until the Day of Resurrection, without anything being deducted from his reward.
Whoever calls to guidance. And so, among the descriptions of the strangers whom the Messenger of Allah (peace and blessings be upon him) gave glad tidings of Paradise when he said
Islam began as something strange and will go back to being strange, so glad tidings to the strangers.
Sunan Ibn Majah 3987Hasan (Darussalam)
I said, "Give them glad tidings of Paradise." Why? Because "Tuba," as it came in authentic hadiths, is a tree in Paradise under whose shade a fast rider would walk for a hundred years and not reach its end. So this is one of the meanings of the interpretation of the statement of Allah the Exalted
So blessed are they and good is their return.
Tuba means the Paradise in which this tree is. So the Messenger (peace and blessings be upon him and his family) described these strangers who have Tuba with two attributes: a general attribute and a specific attribute. The general attribute includes all Muslims, even the common people, if the mentioned description is true of them. And that is when he (peace be upon him) said
So blessed are the strangers
They said, "O Messenger of Allah, who are the strangers?" He said
A few righteous people among many people, of whom more disobey them than obey them.
So they are righteous people; they may be scholars, they may be students of knowledge, they may be from the common Muslims. These are righteous, and that is why we said it is a general meaning. And what interests me is the second, specific meaning. He was asked again, "Who are the strangers?" He said
They are those who revive what of my Sunnah the people have corrupted after me.
So the reviving, then, includes every charitable work, whether it is a pure act of worship or a matter that benefits the Muslims from their general affairs.

The questioner : May Allah reward you with good.

The Shaykh : And you as well.
