What is the ruling on demonstrations and writing petitions in lands of disbelief to defend the rights of Muslims?

Machine translationRead the Arabic original
The questioner : In a short question, if Allah wills, I forgot it now, I remembered it.

The Shaykh : Good, if Allah wills.

The questioner : I wrote it on a piece of paper and put it aside, which is that there, often, things happen where Muslims see it as wise—some Muslims see it as wise—that we demand our rights in such a way that, for example, we go in demonstrations in front of the Congress, meaning the White House, or other government offices, or that we write petitions and letters, sign them, and send them to the American president, saying these are our rights as, meaning, subjects or American citizens.

The Shaykh: Allahu Akbar.

The questioner : So we always, in the sermons, emphasize that this is not permissible, but we wanted from you a word or advice regarding this matter.

The Shaykh : By Allah, this is the ultimate humiliation, when the Messenger (peace and blessings be upon him) said
The upper hand is better than the lower hand. The upper hand is the one which expends, and the lower one is the one which asks. اليد العليا خير من اليد السفلى، واليد العليا هي المعطية واليد السفلى هذه الآخذة
Muwatta Malik 58:8
And when the Messenger (peace be upon him) took the pledge of some of his Companions that they would not ask people for anything; people are not for begging, but for the pledge, meaning that a Muslim does not ask his Muslim brother. So some of the Companions who pledged to the Messenger (peace be upon him) on this basis, one of them would have the whip fall from his hand while he was on his she-camel, and he would not say to the one passing by him, "Please hand me the whip," but rather he would dismount his mount, his she-camel, and take the whip, so that he would not say, "Hand me the whip." So how do Muslims reach a time when they submit petitions and protests, and they go and demand rights? It is the disbelievers who should demand their rights from the Muslims if they are prevented from them, not that Muslims demand their rights from the disbelievers, who are people of war and fighting, and who have colonized the Islamic lands in various ways, some apparent and some hidden, and yet we make it easy for ourselves to protest and demand our rights from them. May Allah help us.
and never will Allah give the disbelievers over the believers a way [to overcome them]. ولن يجعل الله للكافرين على المؤمنين سبيلا
[An-Nisa 4:141]
We ask Allah to inspire us to act according to our religion and to understand it with a correct understanding in which there is something.
Al-Halabi : Yesterday, one of our Salafi brothers from Washington, from America, called us, and he said to me, among other things, that now there is a demonstration in front of the White House demanding the cessation of arms supply to the Serbs for the sake of Bosnia, and that this demonstration represents six million Muslims living in America, and so on.

The Shaykh : Look at this humiliation.

The questioner : He said that even some people, when they saw us, the brothers there in Washington, may Allah will it, a good group, most of them original Americans and some Arabs, meaning those whose fathers are there and were born in America, said, "Some Islamic centers called us to rebuke us, asking why you did not come out with us, why did you let down your brothers, why this, why that." There is no power and no strength except with Allah.

The Shaykh : There is no power and no strength except with Allah. May Allah help us, and Glory be to You, O Allah, with Your praise, I testify that there is no deity but You, I seek Your forgiveness and I repent to You.

The questioner : May Allah reward you with good, O our Shaykh.

The Shaykh : And may Allah protect you.

The questioner : May Allah give you health and strength.

The Shaykh : May Allah keep you all in good health.

The questioner : Peace be upon you.

The Shaykh : And upon you be peace and the mercy of Allah and His blessings. Welcome, in the safety of Allah.
