Does calling to Allah the Exalted fall under the expenses of zakah?

Machine translationRead the Arabic original
The questioner : Shaykh, the expenses of zakah are, as is known, eight. Does calling to Allah the Exalted fall under the expenses of zakah? Because now, jihad in the path of Allah is suspended, as is known. So, is it spent in the path of Allah, and is calling interpreted as being in the path of Allah? For Allah the Exalted says:
and strive against them with the Qur'an a great striving. وجاهدهم به جهادا كبيرا
[Al-Furqan 25:52]
?

The Shaykh : Fine, the answer is either yes or no. But as it is said, "things are made clear by their opposites." Is building a hospital for the sick and the poor not in the path of Allah? Say, yes?

The questioner : Yes.

The Shaykh : Fine, is it permissible?

The questioner : No.

The Shaykh : Why? It is in the path of Allah. And so, if you expand and expand the circle, there will remain no charitable work that does not fall under the path of Allah. And so, here we say, using the Syrian expression, "call it unemployment." It is not permissible to expand "in the path of Allah" to include you going out to chop wood, as came in some hadiths that a man going out to chop wood is better for him than begging from people. This one who went out to chop wood, is he not in the path of Allah?

The questioner : In the path of Allah.

The Shaykh : So, if that is included, even if he is one of the richest of the rich. I gave the example of a lowly profession, chopping wood, but any work a person does in the path of supporting himself, his family, and his children, whether he is rich or poor, is in the path of Allah. And this is a matter of no doubt at all for a Muslim, especially if he stops at the hadith of the Messenger (peace and blessings be upon him) in which he was sitting with his Companions around him when a young, strong man passed by them. When the Companions looked at him, they were amazed at his vitality and strength, but they said, "If this were in the path of Allah, what would that mean?" By "in the path of Allah," they meant jihad. So the Messenger (peace and blessings be upon him) expanded for them the meaning of "in the path of Allah" and said:
If he went out seeking to support two old parents, he is in the path of Allah. And if he went out seeking to support his young children, he is in the path of Allah إن كان هذا خرج يسعى على والدين شيخين كبيرين فهو في سبيل الله وإن كان خرج يسعى على أطفال له صغار فهو في سبيل الله
So, everyone who works to live and to support his family is in the path of Allah. Therefore, it is not permissible to expand this category of "in the path of Allah" to the general linguistic meaning. This is the first point.
The second point is that the context of the verse rejects this general expansion of "in the path of Allah," because first, it enumerated the expenses in eight, and second, and this is more important, it restricted them with a tool of restriction:
Zakah expenditures are only for the poor إنما الصدقات للفقراء
[At-Tawbah 9:60]
So, if it is said "in the path of Allah," this negates the rhetorical miracle in the noble verse. The tool of restriction is one, two, three, four, eight. If we interpret eight to include eighty, eight hundred, eight thousand, and so on, because the causes cannot be restricted, this contradicts the miraculous nature of the Qur'an. And finally, none of the scholars of the Salaf interpreted the verse with this later, broad interpretation. Even if today one finds someone who goes to this expansion due to modern pressures that make them sweeten things a bit and be flexible, as they say today.

The questioner : ... Jihad here is calling, explanation, and argument.

The Shaykh : Yes, if it were good, they would have preceded us to it. Do you understand this?

The questioner : No doubt, Allah is the Greatest.

The Shaykh : Ah

The questioner : I have no doubt in this.

The Shaykh : So, what is the value of this argumentation? Let them argue with our previously mentioned hadith about the young man. And: Glory be to You, O Allah, with Your praise, I testify that there is no deity but You, I seek Your forgiveness and I repent to You.
