The Shaykh : No problem. It seems he has taken his time. The point is that there is nothing preventing the establishment of prayer for those who left the town to go outside the town, provided they are not travelers. There is no evidence for this [restriction]. Rather, the order issued by the Muslim caliph 'Umar ibn 'Abd al-'Aziz confirms that many of these conditions have no basis in the Sunnah.

The Shaykh : I think, and I am almost certain, in "Musannaf Ibn Abi Shaybah."
